New CMS Requirements for HRAs
CMS will require the reporting of certain participant, spouse and dependent information in connection with HRAs
effective Oct. 1 or later. OptumHealth Financial Services will comply with the new requirement to provide
demographic information on UnitedHealthcare HRA plan participants, their spouses and dependents. CMS is requiring
this information as part of its ongoing efforts to coordinate Medicare claim payment with group coverage.
OptumHealth Financial Services, which administers HRAs affiliated with UnitedHealthcare medical plans, will gather
and submit this additional information to CMS on behalf of UnitedHealthcare HRA customers. The expanded
information required by CMS includes the names, birthdates, genders and Social Security numbers or health insurance
claim numbers (HICN) of all HRA plan participants, as well as their spouses and dependents.
This new information is required by amendments to Section 111 of the Medicare, Medicaid and State Children’s
Health Insurance Program (SCHIP) Extension Act of 2007. CMS hopes to use this information to:
- Clarify payment responsibilities for primary and secondary payers.

- Help to identify the correct payer at the beginning of the payment process rather than after an incorrect payment is made and an adjustment s required.
- Reduce overall administration and coverage costs for all parties.
